Reports to: Sr. Director, Operations

As Head of Risk at One4all, you will play a critical role in identifying, assessing, managing, and mitigating risks across the organisation. You will ensure ongoing compliance with all relevant regulatory requirements while designing and implementing robust risk management strategies that protect One4all’s financial stability, reputation, and customer interests.

Working closely with the Managing Director and collaborating with teams across the business, you will help foster a strong risk-aware culture and develop risk frameworks that support both regulatory expectations and One4all’s growth objectives. To succeed in this role, you will bring a deep understanding of risk management principles, the Central Bank of Ireland’s regulatory environment, e-money services, and payments infrastructure.

Responsibilities:

  • Develop, maintain, and annually review the Firm’s risk management framework, policies, methodologies, taxonomies, and Risk Appetite Statement, ensuring alignment with regulatory expectations.
  • Identify, assess, monitor, and mitigate risks across the Firm, including maintaining the risk register, monitoring exposures against RAS limits, and reporting deviations to senior management and the Board.
  • Lead and facilitate RCSAs, scenario analysis, emerging risk workshops, and periodic testing of key controls to assess effectiveness and drive remediation.
  • Represent the risk function in all supervisory engagements with the CBI, including meetings, inspections, thematic reviews, and information requests.
  • Perform risk assessments for new products, services, outsourcing arrangements, distribution partners, and material business changes prior to approval and go‑live.
  • Provide high‑quality periodic risk reports to the ARC and ensure timely escalation of significant risk events to the Board.
  • Ensure accurate and complete risk‑related regulatory submissions and support Internal Audit by providing required information for reviews.
  • Deliver risk management training and support the Board in embedding a strong risk‑aware culture across the business.

Qualifications:

  • Minimum 5 years’ risk management experience in financial services, ideally within payments, e‑money, or fintech, with prepaid card issuing experience strongly preferred.
  • Strong knowledge of the CBI regulatory framework, including EMR, PSR, PSD2, Fitness & Probity, Outsourcing, Operational Resilience, and Cross‑Industry Guidance.
  • Experience delivering second‑line oversight of outsourcing arrangements and operational risk programmes.
  • Proven ability to engage confidently with regulators, Boards, and senior stakeholders, providing strong and independent challenge.
  • Professional risk‑related qualifications desirable (e.g., IRM, FRM, ICA, PRM, CISA).
  • Excellent analytical, problem‑solving, decision‑making, and reporting skills, with the ability to convert risk data into meaningful insight.
  • High integrity, strong organisational skills, and a committed approach to Fitness & Probity standards.
  • Ability to operate effectively in a lean, low‑impact environment while maintaining regulatory robustness and high governance standards.
